Background

In November 2008, Minnesota voters passed the Clean Water, Land and Legacy Amendment (known colloquially as the Legacy Amendment), which increased the state sales tax by three-eighths of one percent. These monies are distributed into four funds: Outdoor Heritage, Clean Water, Parks and Trails, and Arts and Cultural Heritage. Under the Arts and Cultural Heritage Fund (ACHF) Minnesota’s twelve regional public library systems (of which SELCO is one) receive an appropriation “for regional programs and working with arts and cultural partners.” As a result of the Legacy Amendment, SELCO member public libraries throughout the region are able to offer high-impact experiences for area residents through Minnesota Library Legacy programs.  Each activity is carefully crafted to expand awareness of Minnesota’s local and statewide arts, culture, and history resources.
