Vetted Program Application Form
Deadline to Apply: October 31, 2026.
Deadline to Hold Program: December 31, 2026.
2026 Funding Amounts: All SELCO member libraries have $4,500 in vetted program funds for the 2026 season. (The amount was originally $3,500 but an additional $1,000 was granted on 7/31/2026)
Scheduling: It is the library's responsibility to confirm a date and time with the performer prior to filling out the application. Applications are regularly reviewed and processed by SELCO's Legacy Program Librarian. It is highly recommended you submit your application at least one month before your event will take place. Performances and programs are considered tentative until official approval from SELCO.
Approval: Applications are processed and approval emails sent out every Friday, except in the case of a holiday.

Final Report: Required Materials List
Deadline: Within 30 days of your program OR by December 31, 2026, whichever comes first.
Surveys: Libraries are required to collect survey results from willing participants and use them to file a final report form. Individual survey responses do not need to be submitted as a part of the final report process.
Submitting Required Materials: Email the required final report materials to SELCO's Legacy Program Librarian.
Promotional Materials
Promotional Materials
Publicity is required for all Legacy-funded programs. Libraries are strongly encouraged to use the SELCO provided promotional materials. If a library chooses to create its own posters, they must follow the state guidelines for Legacy-funded publicity. Libraries have the following options for vetted program promos:
Editable: via Canva template links
Ready-to-Go: the Legacy Program Librarian will provide uneditable versions of the promos with your library/event information.
Create Your Own: you design your own promotional materials, which must clearly display the SELCO and ACHF Legacy Logos.

The application for performers, presenters, artists, and culture bearers is open from October 1 - March 31 each year. Applications are reviewed and approved on a rolling basis.

ABOUT
SELCO Vetted Programs were created at the request of public library directors. A Vetting Panel comprised of local library staff meets annually to review and vote on performer applications. SELCO then contracts with the performers to provide their services to regional libraries. Only SELCO members (public libraries) are eligible to apply for Legacy funding. This is to stay in compliance with Minnesota Statutes pertaining to ACHF dollars.
These programs are funded by SELCO through a grant from the Legacy Amendment Arts and Cultural Heritage Fund (ACHF). The programming supported by this grant is intended to support arts, arts education and arts access, and to preserve Minnesota’s history and cultural heritage, and as such, programs with a scientific or STEM focus are included only if they have a significant aspect that includes storytelling, Minnesota culture or history.
Publicity is required for all Legacy funded programs. Libraries are strongly encouraged to use the SELCO provided graphics. If a Library chooses to create its own graphics, they must be pre-approved by SELCO's Legacy Program Librarian. This is to ensure compliance with Minnesota Statute and logo requirements.
