In November 2008, Minnesota voters passed the Clean Water, Land and Legacy Amendment (known colloquially as the Legacy Amendment), which increased the state sales tax by three-eighths of one percent. These monies are distributed into four funds: Outdoor Heritage, Clean Water, Parks and Trails, and Arts and Cultural Heritage. Under the Arts and Cultural Heritage Fund (ACHF) Minnesota’s regional public libraries receive an appropriation “for regional programs and working with arts and cultural partners.”
